    Superintendent : Biography
    Dr. James A. Dupree

Dr. Dupree became Superintendent of the Monroe City School System on September 21, 2004 following a nationwide search.

Dr. Dupree has defined four priorities for the school district: improving under-performing schools, increasing academic achievement for all students, bringing cost-efficiency and fiscal responsibility to the district, and instilling a standard of accountability to district personnel and operations.

Dr. Dupree is a lifelong educator whose career started in 1969 as a classroom teacher in New Orleans, Louisiana and has spanned to Assistant Superintendent in the State of Washington and Associate Superintendent in the State of New York. He began his administrative career as a vice-principal of Queen Anne High School in Seattle, Washington after being personally recruited by the superintendent for a special leadership training program.

Before being tapped for the leadership of Monroe's public schools, Dr. Dupree served as the Associate Superintendent for School Improvement in the Newburgh City School System in New York. In that role, Dr. Dupree supervised all schools and developed a strong team of support personnel to effect comprehensive system improvement.

During his 37 years as an educator, Dr. Dupree has served as a teacher, a department head, an administrator, a college outreach teacher, a mentor, a volunteer coach, and an advisor to doctoral students. Throughout his career, he has dedicated his talents and his energies to ensuring a quality education for children of all backgrounds. His work to close the student achievement gap includes the design and implementation of comprehensive staff development programs, innovative after-school programs, mandatory summer school, literacy campaigns, data-driven instruction and monitoring, along with extended school day and school year to enable low-achieving students to catch up with their high-achieving peers.

As superintendent of Monroe City School System, Dr. Dupree has led a number of reforms, including the reorganization of central administration, annual accountability support meetings in all schools, implementation of staffing standards, balancing the district budget, improving technology, and adoption of a comprehensive curriculum. He has been instrumental in turning a budget deficit into an $8 million surplus. He has established the GEAR UP program in all middle level schools, created partnerships with the University of Louisiana at Monroe, Louisiana Tech, and Grambling State University to improve school performance and student achievement, and secured over $20 million in competitive grants for the district. Since arriving in Monroe, Dr. Dupree has successfully implemented salary schedules, passed a $66 million Tax Renewal, reduced administrative staff, and raised school and student academic performance. Under his leadership the school district ranked 3rd and 1st in overall school improvement in the State in 2004-05 and 2005-06, respectively. Dr. Dupree's guiding principle to improve schools and the district is to target improving the skills and knowledge of one student at a time.

Dr. Dupree is a fourth generation educator in the State of Louisiana. He was born and raised in Shreveport, Louisiana. In 1969 he graduated from Xavier University in New Orleans. After teaching for one year in the New Orleans Public School System, he moved to the State of Washington to attend graduate school.
